Digitalizing Income Tax Submission
Income Tax Submission is probably one of the many tasks that more or less we all feel very reluctant towards. Hopefully for many of us it is not because we tend to ignore our responsibility but because of the process itself.
In early 2021, as part of one of the local projects here in Samsung Bangladesh, one such solution is developed in collaboration with a local non-profit chartered taxation organization.
In Bangladesh there is still no such platform yet where a user is able to file his/her income tax submission digitally either by themselves or through tax experts.
Defining the Scope
Although the client had an initial idea about the project’s scope and features, we wanted to validate those initial ideas and instincts with real users. We went though in-house sessions to understand perspectives of two major roles - tax payee and tax agent and these sessions led us to a more clear conclusion.

Findings

Tax Payers

  • Lack of organized resources
  • No end to end digitalized process to reduce manual work
  • Difficulties in understanding and calculating tax
  • Difficulties in finding trusted tax lawyers/ consultants
  • No current digital payment method
  • No digital platform to track and organize  records of income tax submissions

Tax Agents

  • Difficulties to find clients
  • No current platform to manage client files in an organized way
  • Difficulties in getting trained and registered as Tax agents
  • Difficulties in getting access to their professional network
We had to sit together several times with tax experts from the stakeholder’s side along with the developer team just to ensure that we are on the same page and also most importantly, to be aware of what are the possible constraints and how we can work towards something that is achievable.

The Challenges

Analog to Digital

To simplify the process: One of the major pain points for most of the tax payees is filling out different tax forms that can get more complex and overwhelming when there are additional investments or many other factors that affects the tax calculation. Although going into digital we already had an edge of saving any data input that can be reused where needed without bothering the user, the obvious but difficult task was to make sure we are not making the process any more complex rather than simpler.

Data security while staying organized: For a product like this where data are highly confidential, success depends on how secured the system is. We had to consider how user can access and manage all their tax files without compromising their confidentiality.

A solution for everyone: The required solution had multiple roles to play. Where a user can do the whole process all by him/herself, he/she could also hire an agent to do the work on behalf. The solution needed to facilitate these roles individually while ensuring they also work together to achieve the desired goal.

Connecting the Dots
Before going into wireframing, it was important to be aligned about how the user flow will look like and how different roles will play their part while completing a task.
Getting into the Details
We went into preparing the information architecture of the full solution including all the other features and user flows. The next step was to design a high fidelity wireframe so that we could get some feedbacks before moving forward.

However the difficult part was to design the layout of each form. While we were trying to simplify different inputs we also had to ensure that users can relate to this new way of recording information using their previous knowledge of the analog forms.

For that we had to spend hours sitting with the tax experts and iterating.

As we were dealing with financial activities of different users, we followed the best practices of fintech solutions throughout the app interfaces.

We also discussed the backend conditions that the developers need to set in order to ensure that when any documents are viewed or shared through the system, it is done with proper user consent and only accessed by authorized individuals only. i.e. Assigned Agents.
Deciding on the Visual
While finalizing the visuals we tried to remain consistent about our initial strategy that all the users, particularly who are new in tax return submission, should not feel overwhelmed completing any task.

Throughout the apps both for the tax payees and tax agents, we kept things minimal with information breakdown, relaxing color schemes and  lots of white spaces.
The Both Platform Experience
For the tax agents, it was important to have access in both Tablet and PC in order to complete their tasks more efficiently. Therefore we had to consider a web version also for them. Some minor changes were made from the Android design keeping in mind that the experience remains consistent in both platform while the wide screen is also utilized.
The Final Outcome
Additionally when the developers were busy implementing the final design, we went on to prepare a landing page to promote the new solution and also to provide a starting place from where different users can learn about and get registered.
